Why would the CR be at a 40% discount, last was at 16% discount.
All hangs on sales, upward trending = No CR. Flatline or only modest growth = CR.
If CR, 16% discount to current SP would be ~4.2cents.
If they wanted to raise $10M (i.e., 10% of Market Cap) then weighted average share price would sit at ~4.9c. I realize it typically drops down closer to the CR price in the short term, but think it's important to take a CR in context.
