That’s the way it works. I have been in your shoes so I feel your pain . But you need to build relations - only way possible. The public float is merely a customary back up in case the lead manager can’t find enough investors for spread.Most times the LM won’t have any trouble finding people especially in good ones like EM2. There is no mandatory requirement to offer to the broader public.
