It's interesting that you say "would have been sold".
I have been through a few unmarketable sales over the years due to my original holdings having been restructured and my holdings lessened.
In every case the shareholder gets a form to say whether they want to go through with the sale or not. Normally reply if you want to keep them.
Sometimes I have, wanted to sell them, and other times not.
Why would FRB think they can be different ?
