I agree I can't see them raising more than this initial maximum set with this IPO. I get that it is for charity but many would have invested because of them stating a clear maximum amount of the IPO. This can be a major factor whether an investor decides to participate at IPO, or sit back and later consider whether to buy in the secondary market. Don't think they can change the rules as they go along. Perhaps well after the listing they can raise more? I haven't read yet if they provided much guidance well into the future in this front.
