They specified in the Prospectus that it would be based at least on how much people have in the 3 & 5 year markets as at the 7th. They might allocate within that based on longevity but it seems odd that they wouldn't have outlined term if it's a primary factor. Unless they were just trying to subtly drum up interest in their markets!
I think you're right about the scale back, there's no way they haven't already had $5m of requests from investors.
