If you think an IPO is overpriced - don't buy into it. People got greedy because a number of 2013 IPOs generated stag profits.
A simple solution, which doesn't require nonsense regulation like you are suggesting to protect retail shareholders, and was available to shareholders at the time.
Interesting you didn't answer my question - how would setting a ceiling price for IPOs have stopped the DSH collapse which happened three years after listing?
