If he has applied and got an acknowledgement, it is being processed and payment is confirmation of intention to participate.
Scale back happens after all offers submitted and offer closed.
If he takes your advice and 'doesn't bother', then he will miss out for sure...... DYOR.
My advice, call the managing broker, MAC in Perth. Allocations have been done and they can advise directly...
