Hi Dexter, the applications for this IPO closed a few weeks ago so if you want to buy into RGL you will need to do so "on market" after the company is listed. For future IPO's that you are interested in, you will need to apply for an allocation prior to the listing, all the information you will need to do so will be on the company's website!
