I think they have it all wrong........doctors don't give a stuff about issuing sick leave certificates....hand them out like lollies and you can never question their veracity.
Better (at least for one day sicknesses at least and discretionary on others) to require the employee to provide a Stat Dec. That way, if subsequently they are proven to have lied, much easier to offload them and bring a prosecution for false declaration.
Only the bludgers will be caught out and so they should be.
Sick leave is for sick leave...not a de facto day off.
