That is why all Iranian citizens or other country citizens of Iranian descent need full security assessment prior to clearing Customs, need to be "watch" listed and/ or Immigration presumably not only on the US Canadian border but in Australian airports and hopefully all "Western" airports in the world. If not full detention like that which is taking place on the US-Canadian border needs to be carried out.
The risk to the world of what happening to UIA Flight 752 is just too great. Whether intentional or unintentional, everyone who has visited Iran in the last 5 years, is Iranian or a citizen of another country of Iranian descent should have to fully explain their travels, baggage, motives, journey plans, activities, ports of embarkation and disembarkation. If Homeland Security is unsatisfied, they should be detained.
The airlines also need to consider whether to take Iranians. Qantas and US airlines are already avoiding Iranian and Iraqi airspace which for end of line carriers like Qantas create huge dents in fuel loads, passenger loads (passenger numbers are reduced due to additional fuel). time taken between Australia and Europe, and not to mention tourist safety.
Sanctions such as watch listing Iranian citizens, full security assessments and detention if a risk is found, are the least that can be done.
