Hi Arion I wasn't suggesting they would or wouldn't nuke Israel Just that if they wanted to bluff (bargaining chip) they really needed to try to build one - even if they didn't do the final step.
If they want to attack Israel or Arabia then Iranian nukes could be used to tie their opponents hands while their proxies hit them - dont have to actual fire them.
Radioactive material ending up in the wrong hands also could be used but that stuff may already be available on the black market
Personally I do not think Israel is the main game. Iran is not much worried by Israel and in fact was cordial to Israel before the Islamic revolution. They don't like a spot of non-Muslim in power in the Middle East and it is useful propaganda to be fighting Israel. But they don't have much pragmatically to gain by conquering Israel. Israel is only threatening Iran's nuke program because it is scared that Iran may use it in someway against them. If Iran and its proxies were not attacking Israel then Israel would leave Iran alone just like it is leaving Saudi and the Saudi nuclear program alone.
The real play IMO is regional powers vying for top dog and expanding their power base- Iran, Saudi gang and Turkey, World powers vying for control over middle east governments - especially oil but not only oil - US and Russia and to some extent China, France and UK.
