Maybe not deliberately provoke Iran would be a start or look for war. I don't care if its Red or Blue another useless and loosing war is the last thing the US needs and Iran is no pushover. Have you forgotten Trump was promoting no more war's during the election campaign, which was to the left of Hillary and how he destroyed the least talented most retarded Bush he was up against that wanted to continue the wars.
That black man actually had a functioning peace agreement with Iran which even Trump acknowledged they adhered to.
As per the billions it would have been Iran's own money the US still has frozen/stolen if that's what you mean. If you don't believe me look it up the actual agreement. Trump didn't want to give back the stolen money because it was a bad deal.
