The fear with real or not is that a terrorist orgianization could just ship a container containing the nuke into say NYC and blow it at the customs point
So the nukes onshore before its searched the only way to stop this is stop them making them
Thats why the yanks are so up tight.
In the early days after 9/11 they tried to get all their trading partners to search containers offshore. Ive been across the specs and policy in this area for a decade . I was directly involved in one on the Pasig River in Manila http://www.worldportsource.com/ports/PHL_Port_of_Manila_1947.php , we looked at xraying every container , saving the images to a central archive and reviewing the xray images, we found fairly quickly that the number of containers involved made it impossible to screen anything higher than 1 in 10.
So the only choice they have is to cut off the potential nukes at the source. otherwise you invite a nuke 9/11.
