the conditions don't need to be identical.the germans had a great war machine,these days all you need is a nuclear weapon to cause even more loss of life.i doubt saddam would go further than saudia arabia is wishfull thinking in the extreme,why stop and who says al quaeda won't takeover saddam.
as for appeasement-the un ordered weapons inspections,saddam kicked them out and the un and usa did nothing.
