I think Saddam wins hands down in the Caligula stakes.
Like Caligula, he no doubt would like to erect a statue of himself in Jerusaleum, and no doubt, like caligula,he will be dead meat before he ever sees it happen.
The question is, will he follow Caligula , and die at the hands of his own Praetorian guards, or get "BUSHWHACKED"..?...lol
