You are using the venn diagram of English language definitions incorrectly.
The old favourite of conservative institutions (eg "not all Muslims are terrorists but all terrorists are muslims") does not actually work on a practical level, although it is very good at swaying opinion.
Here's a question. My car is fuel injected. Does that mean it is vaccinated, because it has the word injected in it?
