Most of the iron ore produced by China is impure and makes crap steel. The political leaders in China are mostly engineers by training and they know that they can't use crap steel for important infrastructure. There are only two large sources of high grade iron ore, Australia and Brazil. Africa later maybe, but the iron ore is situated in unhealthy parts of the country.
