I think that Elephant Gold and Sai Constructions pegged and applied for the 4 Mining Lease areas.

The leases are on Government land. Taking a guess, I think some of those areas may have been subject to illegal mining prior. May be areas that have been opened up or made accessible by changes in rulings. May also be some older mine areas involved.

Just re-check the introduction to the MOU Memorandum of Understanding re Sai.
