Each year the world steel association produces at least one major report. From memory there is pretty good numerical data in there about scrap, the national demanders and national suppliers.
Again I'm speaking from memory but I believe Baosteel's new plant near Shanghai might be one of the first or largest early developments in plants (in China) that would make easy use of scrap.
