I think the Spring Festival last 16 days, Chinese New Year Eve is the biggest of them all, where members of family gather for dinner. And 15th of the 1st month is Lantern Festival, I think it marks the end of CNY celebration. It depends on Country, some company would probably take the whole week off and come back on 6th of Feb, China official holiday is until 2nd of Feb.
I say you'll see the full swing of construction activities after Lantern Festival.
