Don't know. But scrap iron in a developed economy like the US or Europe seems like it is going to be easier to get hold of than scrap iron in a place like China where most of the iron constructions already there are likely to be first time and recently, rather than doing a wreck then a rebuild. And scrap iron is likely to be heavy and potentially awkward (bigger pieces than ore) to ship, so I don't think seaborne scrap into China is going to be a big thing and domestic scrap iron is likely to be in short supply.
