Vale have already said they are going to make up the shortfall with S11D. It only produced 55mt in 2018, but just on the current mine can produce 90mt, and surrounding mine cam up production at S11D to 230mt. On top of that Chinese mills aren't making great profits so are happy to slow down on production.
