You may be partly right depending on how much of your income comes from employment vs franked dividends:
- If most comes from employment then the franking credit offsets against the tax you would have paid at your marginal tax rate.
- If all income is from franked dividends then I believe you are right to consider effective tax rates.
These changes could hit a lot of self funded retirees.
