Or as IOP was rising and discounts narrowing before VALE problems indicates demand was already outstripping supply.
VALE's major investments to expand in two years prior to it's problems has seen under investment in IO.
Thus a deficit in supply will remain when VALE gets back to full production as the bean counters will be very reluctant to approve investment in IO as they can't be certain of supply demand issues?
