Is this actually a bigger debt funded stimulus package than it seems at first glance?
China cut equity requirements for certain types of infrastructure projects from 25% to 20%
And . . . that equity will be allowed to be 50% funded by debt if the project is "government backed"
So for many bigger projects it looks like the underlying debt ratio is moving from 75% to 90%. Madness
Not sure if I am getting this right - but looks like it could actually be very significant, and quite desperate too I suspect?
