No lockdown in Para state, so the Carajas mines would be open. Mining is classified as an essential service in Brazil (like Australia). The Ponta da Madeira is located in Sao Luis, a large city, and is connected to the Carajas mines by an 892 k rail link.
Sao Luis has been experiencing a spike in caronavirus cases and deaths, is running out of ICU beds, and is in complete lockdown for 10 days. The Vale port is right beside the public port of Itaqui. Not sure how the total lock down affects the ports, but it certainly can't be helpful.
