In a press conference, held this Friday morning (1st), the governor of Maranhão, Flávio Dino (PcdoB), declared that he will comply with the decision of the Judiciary, which obliged the State to establish a total blockade (lockdown) of non-essential activities in the Metropolitan Region of São Luís. The governor affirmed that there will be the implementation of barriers at the entrance and exit of São Luís and on the main avenues of the city, with control points, so that only people who work in essential activities or who have any emergency need to circulate, such as, for example , access to health services.
Flávio Dino did not give details about how the traffic inspection of vehicles and people will be carried out in the Metropolitan Region, which covers the cities of São José de Ribamar, Paço do Lumiar, Raposa and the capital São Luís. According to him, these actions will be discussed with his team and, this Sunday (3), they will be announced in the decree of the total blockade, which goes into effect on Tuesday (5), for a period of 10 days. But he added that there will be punishment for those who do not comply with the rules.
“As for non-compliance, all will be subject to administrative sanctions, fines and communication to the Judiciary. Now, anyone who insists on complying only with unreasonable political guidelines will be simultaneously violating state rules and not complying with the Judiciary’s decision. Police authorities will ensure compliance with the rules and non-compliance will be reported to the Public Prosecutor, the plaintiff of the lawsuit, so that it can take the measures it deems appropriate ”.
Among the items that will appear in the decree, the governor stated that there will be restriction of vehicle traffic at the entrance and exit of São Luís Island and reinforced that there will be no shortages, since the trucks will be able to circulate transporting food and all the products that are necessary for economic and social activities.

Also according to the governor, essential activities will be restricted to the minimum necessary. Among the activities, now considered essential, that will be paralyzed, the governor mentioned trade services, industries and civil construction works.
“WE HAVE TODAY, IN THE STATE DECREE IN FORCE UNTIL MAY 5, A VERY BROAD LIST OF ESSENTIAL ACTIVITIES, BUT THAT LIST WILL BE RESTRICTED, REDUCED TO THE MINIMUM NECESSARY, SO THAT WE CAN COMPLY WITH THE DECISION OF THE JUDICIARY AND ENSURE THE ACHIEVEMENT OF ITS GOAL, WHICH IS TO REDUCE THE CIRCULATION OF PEOPLE ”, DECLARED FLÁVIO DINO.
The governor again stressed the importance of non-pharmacological measures in preventing the new coronavirus, since there are still no drugs or vaccines against the disease. That is why it is necessary to take measures that prevent people from becoming ill, so that they do not overcrowd the health network.
“It is false, it is a liar, it is demagogic and it is irresponsible to say that the isolation measures did not have an effect, on the contrary. If the governors did not take seriously and not jokes and jokes out of time, taking care of this theme, the health situation in Brazil would be more serious. It is not the governors who say this, it is the health professionals in a uniform way. There is no doubt that isolation measures are absolutely essential. If classes were normal, think of the hundreds or even thousands of children and adolescents affected by the disease, even with greater resistance, but they would be carriers of the virus for thousands of people. Imagine what the number of deaths in Brazil would be like if isolation measures had not been taken. We would be crying the death of double, triple Brazilians ”, said the governor.
He declared that there is an alignment and an understanding that the decision of the Judiciary is in line with what science has been advocating and spreading worldwide. And that those voices that attack and conspire against governors every day, are not taking care of people’s lives.
The governor also stated that he will set guidelines for city governments in the Metropolitan Region to prohibit parking in some leisure areas, where there is no need for people to be present. It will also set guidelines for the reduction of bus stops, especially in the Center of São Luís. There will also be rules and controls at fairs and markets that must be restricted, and these places must be inspected by city halls. . Regarding the suspension of classes in the state, municipal and private networks, he stated that it will be extended throughout the month of May. Classes should resume in July, if the state reaches the goal of containing the spread of the new coronavirus.

Flávio Dino again criticized what he called “irresponsibility” of banks, where there are huge queues, which harms employees and customers, given the risk of contamination by Covid-19. To reduce the problem, the governor said that he will increase the fines on banks and will launch, this Saturday (2), an announcement of hiring people to organize the lines of Caixa Econômica Federal.

Flávio Dino said that, for 10 days, the chest block measure will be applied in São Luís Island and hopes that it will not be necessary to do it in other parts of the state. He stressed again the importance of the population to understand the seriousness of the problem, since, according to the latest epidemiological bulletin, released by the Secretary of State for Health (SES), this Thursday (30), Maranhão reached the mark of 204 dead and 3,506 infected by Covid-19. The occupancy rate of ICU beds in São Luís is 77.64%. The governor affirmed that it is necessary to follow the imposed measures, so that the state is able to retreat in the contamination curve.
“Many think that the coronavirus will only reach the neighbor, the person from the other street, the other neighborhood, the other city. We need to have solidarity, even if the person affected is not from your family. We need to think about what is next and that the hospital system is unable to serve thousands of people at the same time, neither in Maranhão, nor in other states of Brazil or in the world ”.
