It's just difficult not to compare Parauapebas and Victoria:

Of course, one is a city and one a state. The city in question has already had close to 10% of it's population infected with COVID 19.

Melbourne, the capital of the state in question , where most cases are present, is in total lockdown, with a nightime curfew thrown in. You can't move around. Shops are shut, bars, cinemas, restaurants etc, closed.

In the comparative case, with a far greater concentration of cases, everything is open- cinemas, bars, restaurants, shopping malls.

Why? Because the city in question is not really controlled by the authorities, state or local. There is a third force; a force that is not interested in lockdowns.
This force has already mandated that the situation is improving, and is under control.

Will Parauapebas see a fast end to the pandemic? Well, in that country, Brazil, the underreporting reporting is regarded as being at a ratio of 1 to 5 (or quite possibly 1 to 10). If that is true, then the real infection rate in Parauapebas might be what? Not 10%, but quite possibly 50%.
