Another way of saying this is, "Hey, Mr Market, we are not going to spend around US$20 billion in capex over the next 4 years, because of this COVID thing, and because we are delaying a planned expansion, but we'll call it an expansion anyway, just to keep you all happy". Vale! Sheee.
