I agree it's what you want to see a company doing.
But be clear, at the moment, that's an expense, not growth, it reduces profitability - money out the door on exploration and other ideas, at least in the short to medium term. There is no value or growth to add there, yet, just expense.
You'd hope in the future it would result in growth however.
And it's not $1b a year, its going to be more like $400 - $200m a year when things normalise.
