Quite the opposite, the government factor in I/O for the next 12 months at less than 25% of what it is now.
Its an under-promise and over-deliver strategy, the budget does not at all rely on I/O, if the price stayed where it is for 2 years we would bring forward the surplus by probably 5-6 years.....
