higher quality import IO they moved all or most of their steel plants to near the ports They cannot transport their IO to the ports and be
anywhere near competitive That being said if they had to they could but African production would probably be a better quicker deal 2-5 yrs
However if a stand off cold war situation were to develop it would be very easy to blockade China has to back down soon GLTAH
