At USD200 per tonne you can rest assured everybody in the world is bringing production capacity online as fast as they humanly can and running down stockpiles where they can. The Chinese announcements were meaningless in that they changed nothing on the ground of what people are doing. The announcements were just intended to try and jawbone the price down a bit. Practically we can all be sure that at these prices the mines in China were already being brought back into production without needing an announcement.
