It is a cash outflow from the company, it represents cash that was sent to the ATO.
but that’s not what affects the stock price, what affects the stock price is that people that owned it the day before EX date have a dividend + Franking hitting their pocket, so are willing to sell for less by that amount, and vice versa people are willing to pay more to get the dividend + franking.
of course the daily ups and downs will still affect the share price on ex date, eg if it drops by less than div + franking, well that’s as good as an up day.
