The reason for that is because these pre market guys are expecting that the price will rise for the day and want the opening price (with the expectation of day long price rises). Now you may be seeing bids significantly greater than the selling price but what happens is that the highest price gets the first sale therefore people are bidding for the first sale. Obviously the significantly higher price never gets sold - the super computer marries up to determine the price based on a variety of factors such as units, bidders and prices therefore lets say a stock is $5 and the opening bid is $6 - the sale price may only be 5.1 perhaps or may even be lower than $5 if sellers exceed buyers.
