People from most other states cannot enter except with exemptions. The medium and low risk levels in WA still mean you can't enter without an approval and quarantine. So even that's described deceptively by WA Gov. So when most of the country can't get in and you can't get in if you leave without quarantine, then yeah... WA is in lockdown and the protestors aren't the crazy ones. they just know they are in lockdown. you're obviously oblivious to it
