Don't forget that Labor has never proposed a carbon tax. They proposed a Carbon Trading Scheme, similar to trading stocks. The carbon trading scheme was initially Liberal Policy. Howard did a U turn on that policy the day after Bush pulled out of the Kyoto Protocol.
