It won't work, no matter how much this group of sclerotic old despots want their centrally planned economic model to dominate global commodities trading.. see below from last years 14th 5yr plan by china...
It didn't work - coal, IO and agricultural commodities went up in price, much of the population nearly froze in the ensuing winter and the economy suffered enormously.
This latest idea of a committee of bureaucrats somehow centralizing the IO needs and purchases of thousands of enterprises, doing so efficiently, organizing distribution effectively, all whilst lowering IO prices and co-ordinating the building of IO mining and production facilities across Africa, seems too ridiculous to contemplate and too fanciful an idea to entertain seriously.
