Well, in Asian countries having cooperative society is a common thing and objective is to buy bulk at discount and sell it to individual small businesses...! A cooperative society do charge fees but they are mostly run by those who runs business in same industry or government appointment and hence chances of making money is negligible though corruption is possible if run by government... in my opinion.
how things will work in china is different to how it works in other democratic Asian countries... IMO.
