Not correct. Watch the press conference. They are not cooler on property. They are just looking at the cleverest way to solve the issue. I've travelled in China and seen the massive apartment build. The Hokou reform approach is a needed one. 300 million migrant workers without residency status in the cities. That is a very large supply of potential demand. Urbanisation rates are a significant driver of demand.
