TikTok does not sway an election on its own... hell all iit does is generate intrest. no one in the US gets off their arse, goes to the trouble of enrolling then goes and gets out on the voting day to stand in line and actually vote because of some tiktok videos.
Tik Tok videos are for doomscrollers, wasting their life away on the couch looking at a little rectangle in their hand.
