Thats not it mate. There has been no change to emissions, what happens in periods of low demand that the mills have to process and blend the poor quality ore to get it to the requisite level that the emissions restrictions require.
This is time consuming process which they cannot afford in times of high demand, but can move to in low demand times- there is no change in the purity of the final product for smelting, just more processing time and greater volumes of low grade ore for the same steel output.
