Stranger things have happened. Look at Japan prior to ww2. Expansionist policy but oil embargo by USA saw Japan bitter towards the USA. But where did the steel come from that provided their war machine. A lot of steel came right here from Australia. When the submarines attacked Sydney and Newcastle, they were careful not to send salvo after salvo into the BHP plant at Newcastle. I think it was one or two shells that went into the BHP. That is one plant they wanted intact in the event they took over.
