Just a theory here, But could FMG be doing its best to unload as much of its low grade ore as it can, while NOT selling any of its higher grade ore. Or Mabe even stockpiling higher grade ore ??
Assuming FMG wanted to produce higher grade ore, The first step would be to dump as much low grade as possible wouldnt it ?? Leaving the better stuff for later.
Assuming in the future beyond 2020, China and others may only want the higher grades due to emissions targets, so there may have been a window now to get as much low grade sold before the lower emissions targets kicked in.
All the above is pure theory made up. Ive never been to an IO mine or to any of FMG mines so Im making a few guesses.
