would the public accept a cancellation of cash tax refunds when their tax paid at their job ends up being more than their marginal Rate works out as?
if you earn $10,000 in bank interest, you keep it tax free if you earn below $18k under the marginal rate.
however, just because a shareholder earns the money inside a company, they get $3000 deducted and only get $7000 paid as a dividend.
returning the $3000 to them just puts them back to the same position as the person who kept the $10k bank interest tax free or the person who drove Uber and earned $10k tax free
