CHina has been moving towards bcoming a service economy for years now. China’s 14th Five-year Plan (2021–2025) was heavily about promoting the development of and access to the country’s service sector.
In 2013 the primary industry accounted for 10 per cent of GDP, the secondary industry 44 per cent and the tertiary industry 46 per cent.
In 2020 services accounted for 54 per cent of GDP and 60 per cent of China’s total economic growth.
I think you need to re-think where China's primary economic growth comes from, it hasn't been industrial for many years now....
