Basically the ball is in Vale's court. AVB won't mine the copper if Vale don't mine the iron ore (IO).

IO is in high demand at the moment and demand is expected to rise in the future. However many believe that the glut of projects that commenced prior to the GFC, will hit the market at the same time and supply could over run demand.
