Notice the underlined "before the day on which the issue was announced". That day the issue was announced was the 6th of April. The either means either the 6th of april or "the day on which the issue was made" (which hasn't happened yet).
So exception 5 is only available IF the issue price of the securities is at least 80% of the VWAP for securities in that class calculated over the last 5 days on which salers in the securities were recorded EITHER before the day on which the issue was announced (6th April) OR before the day on which the issue was made (yet to happen).
Exception 5 holds the company from giving away 20% discounts - which it nearly did to the Sophs - it gave up 19 percent discount plus share options.
