If it was an Australian company bidding, then a whole host or rules come in to play, eg. the bid cannot be withdrawn, time frame, bidding on market etc. I would need to update to see the exact ASX and ASIC rules.

But its a Russian company so they can pretty much do as they like. Also, there are some conditions. So no guarantees, but the 30 cents is firm.

The current trading below 30 cents may just be a reflection of the time value to some people. 28 cents now may be worth more than 30 cents in March. Its tempting, except that there are few screaming buys anywhere under present market doldrums.
