My thought is that FDR will be done sooner.
We know that at present GOMSpace will build 1 x sat a week. For our batch we need at least 20 to 25 (first launch). If SAS want to keep the time line and account for a contingency with the added race of staying ahead of the curve GOMSpace will need some manufacturing leed time.
This means multiplying 1 (sat) x 25 (weeks) = 11/02/2019

This is only a speculation of course.

SAS would want to launch in Q1/19 so the quicker they would want to announce asap.
